All Kenyans to be Issued with Unique Identification Numbers in New Gov't Plan

The government has begun plans to set up a national database that will capture personal information of all Kenyans as well as foreign nationals living in the country.

More than 30,000 clerks have been hired to traverse the country collecting biometric information that will be used to create the database dubbed the National Integrated Identity Management System (NIIMS).

Under the plan, each Kenyan will be issued with a unique identification number referred to as Huduma Namba. Kenyans will use the Huduma Namba to seek crucial government services.

President Kenyatta has already appointed an inter-ministerial committee that will be chaired by Interior Cabinet Secretary Fred Matiang’i. The team will oversee the creation of the system.

“In the performance of its functions, the Inter-ministerial Committee shall report to the President; and regulate its own procedure.” a gazette notice reads.

Other members of the committee include Cabinet Secretaries Joe Mucheru (ICT), Sicily Kariuki (Health), Henry Rotich (Treasury), Amina Mohamed(Education), Mwangi Kiunjuri (Agriculture), James Macharia (Transport), and Attorney General Kihara Kariuki.

The system will also help the government keep key information about every Kenyan from birth to death as well as enable the government to monitor the population register. It will also help in detecting fraud, impersonation and other criminal activities.

Crucial documents held by citizens including birth certificate, school certificate, driving license, Kenya Revenue Authority PIN and passport will be accessed at the touch of a button.

State agencies such as the National Health Insurance Fund (NHIF), National Social Security Fund (NSSF) and Kenya Revenue Authority (KRA) will also be able to access the database.

    Kenyan government needs to seriously consider integrating other communities in the government. This notion that two tribes came together to win the election therefore 80% of government representation comes from the two tribes is detrimental to the country and makes other communities feel left out of the government. All communities are paying taxes and therefore need to be represented. Obviously not all tribes can be ministers, but there should be away to make sure that no Kenyan community feels marginalized. Just going by the name of the committee members mentioned above, the whole committee is mainly a Kikuyu-Kalenjin Committee and predominantly Kikuyu. Sad!

    A good idea but wait a minute..we already have unique identification and a roll out of many GVT DOCS ie New passport..which does not capture all Kenyans unless u are travellling..Recently New Generation ID from ya kulaminatiwa..i guess the fourth change..which I guess GVT should work on..Driver licence..KRA PIN all which dont capture watu wote…Birth cert..I do hope our gvt started digital finger print for certificates of good conduct…be4 Implementation consult widely use experts juu +254 is a unique developing country other Dvt countries ie 150yrs or more use a document ie social security No(SSN)..tax id.. DRIVER LICENCE..personal physical address and background check..which help Identify or track individual.even yr car registration..lots of GVT ORGANIZATION need put heads together..from Primary ..school..secondary college university..village..community..etc The right way if well implented in phases.

      What benefit do Kenyans get from providing all this information?

      Or they just want to track 44 Million Kenyans just for the sake of it!

      This is nonesense and the government should stop disturbing Kenyans.

    Kenyan’s have Id’s. Why not first pay down the Chinese loans before we invest in duplicate Id’s. Is this a need or another copy cat? Why create another expense? Where is the money coming from or is it another offer of funding that is intended to create jobs for foreignors. New debt? Kenya needs to slow down.

    With this corruption menace, numbers or no numbers we will be closing the barn door after the horse has bolted. Tighten the loose ends, manage the porous borders, discipline the undisciplined state officers and educate the citizenry on being vigilant (without being vigilantes).
