Ruto Stands Firm on Sending Officers to Haiti Despite Court Ruling

President William Ruto has affirmed the commitment to dispatch 1,000 Kenyan police officers to Haiti, despite a recent court ruling deeming the deployment illegal.

The High Court had issued an injunction last Friday, restraining the National Security Council from proceeding with the deployment. However, President Ruto clarified on Tuesday that the court’s decision had been misconstrued. Insisting that Kenya has established bilateral relations with Haiti, Ruto explained that a formal request from Haiti is the only prerequisite for the officers’ deployment. Speaking at the Italy-Africa summit, he stated, “There has been a misinterpretation of the court’s ruling. Once the necessary paperwork is completed, as instructed by the High Court, the deployment can take place as early as next week.”

In the court ruling, High Court Judge Chacha Mwita asserted that the proposed deployment method is unconstitutional, and lacks legal standing. He underscored that the National Security Council does not possess the authority to deploy police officers independently, requiring collaboration with the defence forces. Judge Mwita’s order specifically prohibited the deployment of police officers to Haiti or any other country, citing violations of the National Police Service (NPS) Act. He also emphasized that actions by other state organs supporting this decision would be deemed invalid.

The context of Haiti’s plea for assistance in 2022 due to surging gang violence was highlighted, noting Kenya’s offer in July of the following year to lead the mission with 1,000 officers. In addition to Kenya, the Bahamas, Antigua and Barbuda, and Jamaica are set to contribute hundreds of officers to address the escalating gang control in Haiti. The situation unfolds against the backdrop of legal complexities and diplomatic nuances, signalling a contentious journey ahead in the mission to restore stability to the troubled nation

    Haiti is not a people Kenya should try and play with pretending to go and save them from themselves. They whipped and publicly humiliated Napoleon Bonaparte- 1791-1804, Defeated France and gained her independence becoming the first free black republic in the world-after the defeat of Napoleon. Haiti is blackman’s first manhood. All other Euopean nations together with USA refused to recognize independent Haiti in 1804 and put trade embargo to make sure that a black man’s republic fails. Africans have helped our kins when they had a devastating earthquake. That’s what is needed; a genuine heartfelt help to our people in their time of need rather than political games-man-ship. They have many other calamities where our assistance is much needed: cyclones, torrential rains, typhoons, hurricanes tornadoes among others other calamities. Now, Kenya is collecting money from UN in exchange for helping Haiti. That is being a sellout! Leave Haiti alone. When dead bodies of Kenyans start arriving back home, you will regret the disrespect you have for the people of Haiti.
