Kenya risks losing HIV funding if the current debate in the United States Congress is not resolved by next month.
In June, Kenyan Members of Parliament and religious leaders sent a letter to US Congress claiming that funding from the US President’s Emergency Plan for AIDS Relief in Kenya was being used to support abortion. The letter, titled “Pepfar and African Values,” was sent to several leaders of the US House Representatives and Senate. It said that the HIV funding allocated to Kenya was being used for family planning and reproductive health principles which included abortion and went against the fundamental values regarding life, family, and religion.
Lawmakers suggested that financial aid for HIV treatment in Kenya should not be reinstated until Pepfar honoured its initial mandate and showed reverence for the country’s cultural norms, beliefs, and morals. Congress members from Kenya voiced concerns and doubts regarding continued financing as the US is seeking to restore capitalization for Pepfar projects. A letter signed by ten Members of Parliament in Kenya has sparked confusion and concern among civil societies who rely on Pepfar funding for HIV programmes.
Continued funding for HIV programs in Kenya has been a topic of debate in Congress. US Republicans have asked for the funding to be put on hold until the matter is sorted out. The decision on whether to grant the funding for the years 2023-24 is still ongoing thus posing uncertainty for the future of the program. Over 50 civil societies have protested against the MPs’ move which they say would jeopardise the lives of over 55 million Kenyans who benefit from HIV programmes supported by Pepfar. The US has threatened not to renew funding which contributes over 50% of total HIV/Aids care funds in Kenya.
US Republicans are currently discussing the funding for HIV-Aids in the financial year 2023-24. The debate revolves around the party’s desire to enforce the Mexico City Policy (Global Gag Rule) on aid programmes in Africa and the Global South. This policy prohibits US-funded organisations from providing any services or information regarding abortion care regardless of whether or not the service is supported by the US. Although President Biden previously eliminated this policy, Republicans want to reinstate it in the Pepfar programme. Claims that the funds were being used to support abortions have been dismissed as baseless by Mr Biden’s handlers.
