Inspector General of Police Joseph Boinnet has been summoned by the High Court to explain why Defence Principal Secretary Saitoti Torome, who was ordered jailed for six months last month has not been arrested.
On Monday, Justice Joseph Sergon asked Mr Boinnet to appear before the court and explain why the PS is still free, even after he ruled he be jailed for six months for disobeying a directive by the court.
Torome was jailed by the virtue of being the accounting officer in the Ministry of Defence after he refused pay Sh17.2 million as compensation to a family whose land had been taken by the State, following an order by the court. Judge Sergon handed the jail term to the PS on November 21st after he refused to appear before the court to defend himself, despite having been granted a chance to do so.
The applicants, Eunice Makori and Hellen Makone, moved back to the court after their numerous efforts to have the Ministry pay them for the property owned by their late relative in Mombasa failed. The property had been surrendered to the state.
