Who Will Check Civil Servants? Ruto Clarifies Mudavadi, Kuria Roles

President William Ruto has resolved the confusion surrounding the roles of Prime Cabinet Secretary Musalia Mudavadi and his Public Service Performance and Delivery Management counterpart Moses Kuria.

President Ruto’s recent Executive Order designates Mr Kuria as responsible for overseeing all governmental institutions’ performance received by the State Department of Performance and Delivery Management. This group tracking administrative excellence will adopt novel approaches to remedying dissatisfactory service and organize implementation parity courses for the public service. Mr. Mudavadi, who now holds the position of CS for Foreign and Diaspora Affairs, commands the third greatest power among senior public officers, besides the President and the Deputy President.

The notice provides further information regarding Mr Mudavadi’s office. He will be located at the Kenya Railways Corporation headquarters and will serve as the head of the Principal Secretaries Committees. During his tenure, he will be responsible for supervising government activities, implementing the national government’s legislative program across all agencies and ministries, and consulting with legislative leadership from the party and alliance in Parliament. Additionally, the Prime Cabinet Secretary will gain more political powers as the State Department for Parliamentary Affairs is placed under his jurisdiction.

The duties involved in the new role comprise the management of policies and legislation prioritization towards achieving Kenya Kwanza’s development objectives. Another significant appointment is of Adan Mohammed who returns to political power as Chief of Strategy Execution in the President’s office of Strategy and Execution. These appointments have been made by President Ruto as announced by Chief of Staff and Head of Public Service Felix Koskei. This executive order follows a recent cabinet reshuffle by President Ruto in which several leaders were moved to different ministries.

Ms Rebecca Miano, previously serving in the Ministry of EAC and Northern Corridor, has been reassigned to the Ministry of Investments, Trade and Industrialisation to the Ministry of Public Service. Similarly, Mr. Alfred Mutua has transitioned from the Ministry of Foreign and Diaspora Affairs to the Ministry of Tourism and Wildlife. Additionally, Alice Wahome has been relocated from the Ministry of Water and Sanitation to the Ministry of Lands.
