Kenya Govt Signs Prisoners Swap Deal With Mozambique

On Wednesday, the Kenyan government and Mozambique signed an agreement to transfer convicted individuals between the two countries. 

The Foreign Affairs Cabinet Secretary Alfred Mutua and his Mozambican counterpart, Veronica Macamo, reached the accord as part of a larger Joint Permanent Commission for Cooperation. The agreement includes legal assistance in criminal matters, ensuring that if a Kenyan citizen faces charges in Mozambique, the foreign affairs ministry will provide all relevant information. The same courtesy will be extended to Mozambican citizens arrested in Kenya. 

This mutual agreement is a precursor to the smooth transfer of convicted individuals. On Wednesday, CS Mutua visited Maputo to prepare for President William Ruto’s upcoming visit. This is the second agreement of its kind reached by Ruto’s administration, following a deal in March 2023 with China and Italy to facilitate the extradition of lawmakers. In addition to the extradition agreement and legal support for criminal investigations, Kenya has formalized six collaborative instruments to strengthen cooperation. These include agreements on the blue economy, public service training, energy, defence, and agriculture. 

“I called upon the respective Ministries to work collaboratively and exert more effort on fast-tracking action and implementation of the agreed areas of cooperation by putting in place robust follow-up, monitoring and evaluation mechanisms to review the progress on the deliverables agreed upon,” Mutua said after inking the instruments of cooperation. 

Kenya and Mozambique have historically had friendly bilateral relations with more than 4,000 members of the Makonde community, with roots in Mozambique, residing in Kenya. These individuals were granted recognition as Kenya’s 43rd tribe in 2016 by former president Uhuru Kenyatta, subsequently affording them access to citizenship status cards.

    It is not often I don’t read mischief in any deal that Ruto signs with foreign entities but this one seems good. Some countries have archaic laws Kenyans might not be aware of and some find themselves locked up for simple behaviors such as showing affection in public.
