Ruto Appoints a Selection Panel for Recruitment of New IEBC Chair and Commissioners

President Ruto has appointed a seven-member selection panel to recruit nominees for the chairperson and members of the Independent Electoral and Boundaries Commission (IEBC).

The selection panel comprises representatives from the Public Service Commission, the Parliamentary Service Commission, the Political Parties Liaison Committee, the Law Society of Kenya, and the Inter-Religious Council of Kenya.

The seven panelists, Bethuel Sugut, Novince Euralia Atieno, Charity S. Kisotu, Evans Misati James, Benson Ngugi Njeri, Nelson Makanda, and Fatuma Saman were appointed through a gazette notice dated February 27th.

The selection panel is tasked with inviting applications from qualified persons for nomination as chairperson and members of the IEBC within seven days of appointment.

It will shortlist candidates and conduct interviews before selecting three persons qualified to be appointed as chairperson, and nine persons qualified to be appointed as members.

The panel will then forward the names of the chosen candidates to the president for nomination. The president will then forward the names to the National Assembly for approval within seven days of receipt.

After approval, the names will be sent back to the president for gazettement.

The process of constituting a new electoral commission comes a month after the six-year tenure of IEBC Chairperson Wafula Chebukati, Commissioners Abdi Guliye, and Boya Molu came to an end.

IEBC Vice Chairperson Juliana Cherera and Commissioners Justus Nyang’aya and Francis Wanderi resigned last year after President Ruto appointed a tribunal to investigate their conduct in the August 2022 general election.

On Monday, the tribunal led by Justice Aggrey Mucheule submitted its report to President Ruto recommending the removal of commissioner Irene Masit from office, saying the allegations of gross misconduct leveled against her were proved beyond a reasonable doubt.

Masit, Cherera, Nyang’aya and Wanderi faced allegations of serious violation of the Constitution and other relevant laws, gross misconduct, and incompetence after they rejected the results of the August 9th, 2022, presidential election, terming them opaque.
