President Ruto Appoints a Taskforce to Establish a National Lottery

President Ruto has appointed a taskforce on the establishment of a National Lottery.

The Presidential Taskforce is structured in two tiers namely; the Steering Committee and the Technical Committee, according to a circular dated February 17th.

The steering committee will be chaired by billionaire Narendra Raval, who will be deputized by Gideon Thuranira. Dr. Linda Musumba will chair the technical committee.

The taskforce is expected to undertake a comprehensive review of the best practices on the establishment of national lotteries in other jurisdictions and develop a policy and implementation plan to guide the establishment and operationalization of the National Lottery in Kenya.

It will also facilitate the necessary consultations with all stakeholders in the country on the establishment of a National Lottery and examine the existing administrative, institutional, policy, and legislative structures and systems in the betting and gaming industry.

In addition, the team will recommend comprehensive reforms to support and facilitate a sustainable framework for the implementation and operation of the National Lottery.

It will also develop a prioritized implementation matrix outlining the immediate, medium, and long-term sectoral reforms and the attendant budgetary requirements necessary for the efficient operation of the National Lottery among other duties.

The Secretariat of the Taskforce will be domiciled at the Office of the President.

Kenya does not have a national lottery but there are a number of public lotteries such as the Kenya Charity Sweepstake and Win Lotto.

A national lottery is a government-run program raising money for the arts, sports, and charities by selling numbered tickets and giving prizes to holders of numbers drawn at random.

In the United States, national lotteries are key avenues to mobilize funds for states who run popular lotteries such as Mega Millions and Powerball.

The UK’s Gambling Commission similarly runs the National Lottery which was established in 1994.

    WOw! This makes we wonder how religious Ruto is.Yes lotary would bring needed cash to help budgets,and funding of social programs.But why are we ignoring its decitful and predatory nature?This is something christians should discourage.
    Not many people actually understand their odds of winning.It is also abig fallacy to ‘to”Feel’that,next time is yours.And that’s how lottary games keep luring you into parting with your cash.
    Even though some good may come out of lottary revenue,I think its unethical,and immoral for the government to sanction it. We already have lottaries going on any way.National lotary is a kin to the government tricking wananchi into “wasting” theri money in to the gov.coffers.

      Lotteries and casinos are not Red cross.
      They are meant to milk fools. Once in a while someone hit a Jackpot, which is always broadcasted in all TV channels, which is meant to be a marketing tool.
      My question is, where will all the collected go?
      What happened to KENYA CHARITY SWEEPSTAKE?

      Maxilley, I don’t think the government’s intention in this case is to cheat people. Lottery is a pool just more like a funds drive of sort. And also a big employer . Yes people loose money but then there is always a winner or beneficiary amongst the players and the owners. The fact of the matter is that anyone participating could be the winner.
      WSR cannot run the country just with religion alone. And if he did that then he would outlaw alcohol and cigarettes.
      The bad thing about lottery just like alcohol and many others is the addiction. People should play responsibly.

Since we are talking of raising funds,would legalizing prostitution,and drugs be allowed,but strickly regulated?This woulg also add some tax cash,and legal employment.

    Hmm, the whole point of creating the lottery is to make a profit for those running the lottery.I have always considered the lottery as stealing from poor and vulnerable. They spend a disproportionately amount of their income on these wasteful tickets.A regressive tax on people poor in math.From slot machines to lotteries to elections – it’s all programmed.The days of “pure chance” are long gone.Your government is becoming a mob organization.Imagine hitting for hundreds of millions every time One winning ticket is drawn That’s the government lottery!

    If you pay attention Ruto is imposing USA stuff in Kenya. Lotto tax is 40-50 pc depending on size. Instead of corporates reaping where they didn’t sow it makes sense to have money go to taxes and govt run programs. Mathematically the ppl benefit. As far sin and morals go in this, gambling is prohibited. But govt do evil things we do not know. Ask George Bush, Bill Clinton, the war on drugs folk.
