The Orange Democratic Movement (ODM) has proposed a reduction in the number of counties from the current 47 to 14.
In a memorandum to be submitted to the Building Bridges taskforce, the Raila Odinga-led party says reducing the number of counties will cut back the wage bill. ODM says the 14 regions will be headed by premier Governors.
The party also proposes that each of the 14 regions elect two people to sit in the Senate as well as scrapping of Woman Representative Seat.
In addition, the political outfit suggests that the number of Members of Parliament is reduced from the current 349 to 180.
“But of the proposed reduction, 60 will be elected on proportional representation to ensure gender parity,” says ODM chairman John Mbadi.
“We know there are some proposals that will generate debate. If adopted, some of them will inform the ballot questions at the referendum,” adds Mbadi.
The party also proposes that 45 percent of national revenue be shared among the 14 counties.
“What will change is the management of the counties because they will now be answerable to the regional heads of premier governors.”
ODM also recommends a change in government structure to include a President and a Prime Minister, who will share power. The Prime Minister will head the Cabinet and would be appointed by the President.
