Counties will finally get Sh302 billion from the National Treasury’s after Senate approved 2017/18 budget allocated to the counties by the national government.
Nairobi county will receive Sh15.4 billion from Sh14 billion it received in previous year and tops eleven counties with highest share of Sh302 billion allocated to the 47 counties in the current 2017-18 fiscal year.
Senators unanimously approved the County Government’s Cash Disbursement Schedule in a sitting chaired by Speaker Kenneth Lusaka and dominated by Jubilee members as their NASA colleagues continued to boycott parliamentary activities.
Turkana (Sh10 billion), Kilifi and Kakamega counties (Sh9.9 billion) each, Mandera (Sh9.7billion), Kiambu (Sh9.6 billion), Nakuru (Sh9.2 billion), Bungoma (Sh8.7 billion),Kitui (Sh8.6 billion), Mombasa (Sh8.1 billion) and Wajir (Sh8 billion) are other counties which will receive the lion’s share of the allocation.
The sharing of Sh302 billion is based on poverty levels at 18 per cent, population at 45 per cent, basic equal share at 26 per cent, land area at eight per cent, fiscal responsibility at two per cent and development at one per cent.
The Sh329.96 billion allocation to counties consists of the equitable share of national government revenue, conditional grants from the state and conditional loans and grants from development partners.
World Bank’s three programmes funding counties Sh6.9 billion, Danida Sh1.18 billion and European Union Sh985 million are some of the development partners.
The allocation of this financial year to counties was based on a new second-generation formula Senate passed last year following approval by the Commission on Revenue Allocation (CRA).
Lamu County (Sh2.4 billion)Elgeyo Marakwet and Tharaka Nithi allocated (Sh3.6 billion) each, Samburu and Taita Taveta (Sh3.8 billion) each, and Isiolo (Sh3.7 billion) are some of the counties that received lowest allocations.
Embu, Garissa, Kakamega, Kiambu, Kisii, Kisumu, Machakos, Meru, Mombasa, Nakuru and Nyeri counties have received Sh4.2 billion each in the state’s conditional grants to upgrade their Level 5 hospitals.
All the 47 counties will be given Sh11 billion for road maintenance, Sh2 billion for youth polytechnic programme and Sh900 million compensation for user fee foregone services such as the state’s free maternity programme, parking fees, among others.
