US Carter Center Faults Kenya's Vote Transmission System

US election observer Carter Center has faulted the Independent Electoral and Boundaries Commission’s electronic vote transmission system, saying it should be probed.

In its post-election report, the center said that failures in the results transmission system should be investigated.

The organization, which sent former US state secretary John Kerry to lead a team of other observers pointed out that significant instances where the electoral code of conduct was ignored existed.

“While the data entry of the results from KIEMS transmitted successfully to the national tally center, the early display of these tallies was not substantiated by scanned copies of the polling station result forms for the presidential race,” the report said, despite Kerry saying the elections were free and fair before he departed to the US.

“Many polling stations failed to fill out forms consistently for voters whom the KIEMS system did not recognize, but who were allowed to vote if they provided required ID and were on the voter list.”

The report further said that if the electoral commission tabulation process was fully implemented, it would have allowed “a high level of transparency and accountability”.

Carter Center also questioned the lack of transparency during the voters register audit and the reluctance by the electoral agency to make public the full KPMG report.

The center founded by former US president Jimmy Carter also noted that Kenyans were undeterred by long lines and voted a calm and peaceful atmosphere.

The center also called on those aggrieved with the election outcome to seek legal redress.

“If there are disputes about official election results, we urge candidates and parties to use established legal channels to resolve them and to ensure that their supporters remain calm throughout the remaining electoral period,” the report said.

    Carter center should go mum and not throw more wood on the fire. The observers said the election was free and fair and that is it. Maybe, the Carter center should also issue comment on the US election which Trump claims was rigged.

    I am also confused now. Carter center is adding salt to an injury. We need peace & they shouldn’t be provoking more suspicion. Kenya need to move on peacefully and general public get back to work for their survival.

    Carter Center should focus on the current mess in the US & leave Kenya alone to move forward.

    We want peace! Why bring such claims while your representative (John Kelly) confirmed election was fair?

    Former US secretary of state lives in old small tiny brick town house on beacon hill here in Boston.He has no clue about the ordinary common life of Kenyans who strive on $1-2.00 a month.He went to kenya as an election observer checked in one of the most luxury hotels in Nairobi souraunded by high level of security and woke up and escoted to one of the pooling station’s saw people in line queing peacefully, then went to Bomas of kenya taling center and also saw fake computer generated numbers streaming on the big screen and just assumed that everything was fine and mormal.If you ask John Kerry to name only 4 tribes in kenya he can’t even name them. He doesn’t understand the common daily lives of kenyans and how Kenyans are suffering under the autocratic and nepotism
    Corruption type of government.International observers are useless ehen it comes to an orfinary africans lives.Kerry would have just stayed at his hotel room and enjoyed Kenyan beer by brand nameTusker and I know he loves beer.The general election was fraudulent period.He needs to apologize to the Kenyans and the whole world for saying that Kenyan general elections was credible and peaceful.This is a shame and no wonder he lost presidential election to President Bush .This is indeed ignominious to Kerry.

    Weak John Kerry really messed up. How can he jump to conclusions that elections were free and fair without knowledge of the whole system. The biggest problem is the tallying and relaying of the data. It was hacked plain and simple. Those of you wanting the carter Center not to tell the truth, shame on you. We all want a better Kenya. This can only come about with free and fair elections and equity in sharing of resources.
