NASA MP Drafts Bill Seeking to Split Kenya into Two

A National Super Alliance (NASA) Member of Parliament has drafted a Bill seeking to amend the constitution in order to allow for splitting of Kenya into two countries.

Homa Bay Town MP Peter Kaluma has sponsored the Bill dubbed, The Constitution of Kenya amendment bill 2017, which seeks to amend Article 5 of the Constitution to re-define Kenya’s territory.

“It is proposed to amend the Constitution of Kenya 2010 under 255(1)(b) and (2) of the Constitution as read together with Article 5 of the Constitution to redefine the territory of Kenya and allow for the creation of two new countries,” reads Kaluma’s draft as quoted by the Star.

The Orange Democratic Movement (ODM) MP has already submitted the Bill to the Independent Electoral and Boundaries Commission (IEBC) for review. He will then be required to collected one million signatures from registered voters necessary to trigger a referendum.

Kaluma proposes the country be split into People’s Republic of Kenya and Central Republic of Kenya.

Last week, Coast region leaders led by Mombasa and Kilifi Governors Hassan Joho and Amason Kingi vowed to push for secession of the region for what they termed as neglect by current and past administrations.

Speaking at a forum in the United States on Thursday, former Prime Minister Raila Odinga revealed the reason why the separation debate is beginning to gather pace in the country.

“The biggest problem in Kenya right now is exclusion. When you see people begin to talk about secession, it basically tells you here is something seriously wrong with Kenya that must be addressed or else the country tears apart,” said Raila.

Kaluma says that breakaway is the only way address evils of exclusion, tribalism, corruption, inequities, impunity and general bad governance that he says have dogged the country.

    Nonsense. There is more than one way to skin a cat. Kenya has 42 tribes.Let’s suppose that you split 21 for each country,are you saying that those 21 will not have tribal issues?
    Just be clear and say that you are splitting from Kikuyus,and possibly Kelenjins. Now tell me, is it not easier for the 40 tribes to”shape up” the two? And no Idont mean attack them…
    How about if they gang up at the voting polls and vote for whomever they want that is not from the two afformentioned tribes. Iam sure you cannot rig all the votes in 40 tribal areas,or counties to favor a candidate from Kikuyu,or kalenjin area.
    First of all the premises of this notion is very dangerous,because is presupposed that there is not good kikuyu or kalenjin who has the interest of all Kenyans at heart.What a fallacy.
    Strong institutions,and laws that are followed and adhered to,and law breakers punished would solve the tribal issue. Its a HUMAN ISSUE. splitting Kenya will not cure tribalism.Kenyans collectively will cure it.Starts by each Kenyan doing some soul searching,and playing their part.Basically applying the GOLDEN RULE.

    These folks are like political toddlers that need babysitting.Why can’t they focus on developing the counties for example.They need to focus on having good governance at the county level.They need to address the evils of exclusion, tribalism, corruption, inequities, impunity and general bad governance at the county level.They can start by shunning the foolishness of economic sabotage(of safaricom,brookside,bidco etc).They need to support businesses so that they can improve the economies of the country & counties.How about reducing taxes in order to give the people relief from taxation.These secession talk is just as dumb/boneheaded as it gets.Because it can only lead to civil disorder. KDF is not going to allow anybody to secede from Kenya.

He is definitely privileged to be sitting in Kenyan Parliament. I would definitely be scared sitting next to him.     Countries do not split. Countries breakaway and to break away they must reach a breaking point. In my view we are way too far from that. So these bills, motions and threats about splitting are shadow boxing and exercises in futility. Splitting a nation to some is very seductive because it carries promises of utopia; happily thereafter. In this logic, and 30 years down the line can you imagine any party that loses elections (and has no requisite numbers)splits the country, then we will have 64 micro “kenyas” almost one “nation” for every clan? what a bankruptcy of ideas and pragmatism.
    To my JP folks as Mandela puts it “Your playing small does not serve the world. There’s nothing enlightened about shrinking so that other people won’t feel insecure around you.” Stand firm for what is right and speak to be heard.
