Hundreds of Nairobi Commuters Stranded as Gov't Enforces 'Michuki' Rules

Hundreds of commuters in various parts of Nairobi were left stranded on Monday morning after matatu operators boycotted work in protest of reintroduction of the ‘Michuki’ traffic rules.

Public service vehicles (PSV) operators made good their threat of keeping off the roads as they oppose the new crackdown on vehicles flouting the famous rules introduced by late Cabinet minister John Michuki during former President Kibaki’s administration.

The government announced it will be enforcing the tough rules in a bid to streamline the PSV sector and bring sanity back to the roads.

“Therefore, effective Monday, 12th November 2018, any PSV vehicle, drivers, SACCOs/Transport companies, passengers and other relevant parties that fail to comply with the provisions of the NTSA Act and the Traffic Act will be firmly dealt with in accordance with the law,” said the government in a statement issued on October 25th.

Most of the stranded Nairobi commuters were forced to use other means including boda bodas to reach their destinations, while others paid high fares charged by the few vehicles that are still operating.

On Sunday, police impounded at least 63 matatus for flouting traffic rules and regulations, with the National Transport and Safety Authority (NTSA) maintaining that the operation will continue across the country.

The government has been forced to bring back the “Michuki rules” following the runaway road carnage witnessed in recent months.

Under the rules, all public service vehicles (PSV) must be fitted with speed limiters/governors, safety belts (seat belts) and continuous yellow line.

At the same time, all PSV drivers and conductors are required to wear uniforms and PSV badges as prescribed by law and prominently display their photos as stated by law.
