Government to Issue PSV Drivers with Smart Driving Licences

The government through Ministry of Transport has announced it will start issuing digital driving licences to public service vehicles (PSV) drivers in a bid to curb the increased road carnage that has claimed more than 300 lives in the month of December alone.

In a statement, Transport Cabinet Secretary James Macharia said each of the smart driving licences will be issued at a cost of Sh3,000, and expressed confidence that the move will restore sanity on Kenyan roads.

“The new generation e-licence will be issued to all drivers starting this January in a phased programme and priority given to PSV vehicles,” said Transport secretary James Macharia.

Each smart licence will be loaded with points that will be deducted every time a motorist commits a traffic offence. Exhaustion of the points could lead to withdrawal of the driving permit.

“All drivers, particularly PSV vehicle drivers, will be retrained once more in a phased manner. This will be done in various training centres and all accredited driving schools across the country using the new competency based curriculum,” said Macharia.

Offences such as overlapping will lead to deduction of a single point plus fines, while
serious breaches like drunk driving and over speeding will result in removal of more than 10 points, fines and a range of other disciplinary measures including losing the licence for life.

    For each point deducted or for each violation your insurance goes up in price then with multiple violations you’re considered a threat to public safety your license is suspended and you can’t afford insurance therefore can’t even register a vehicle in your name… just like the U.S… which is really good makes one think really hard before being a jackass on the roads.

    Kenya is fond of making laws which are never implemented. Michuki implemented those laws and alas they worked!Now they want to make additional laws on top of the laws they have stopped implementing. That is how wananchi are taken for fools. And stupid Raila man all he cares about is ascending to the throne not the day today challenges of common man. God help us all.

    @Omera, you are very right! The only thing that the proposed point system will achieve will be to increase the amounts of bribes traffic police and NTSA officers will charge drivers who break traffic rules. Driving records work very well and serve as a deterrent in the US and other developed nations because bribery of law enforcement officers is completely non-existent; and could easily land in prison a driver who tries to bribe their way out. In Kenya, on the other hand, drivers will not only bribe law enforcement officers but can also bribe E-licensing administrators to erase records of traffic laws infractions — thereby defeating the purpose of issuing E-licenses. As someone has stated, let the Ministry of Transport and law enforcement strictly enforce existing traffic laws before they introduce new laws which rely solely on corrupt police and NTSA officials to collect, analyze and maintain driver behavioral data. Without curbing rampant corruption by traffic police and NTSA officers, it will be a case of garbage in, garbage out; which will do nothing to enforce traffic laws or improve traffic safety on our roads. A case in point, if traffic police officers who enforced driver behavior and vehicle roadworthiness, and impounded the bus which was driven erratically, the accident which killed 36 people would have been prevented. Instead, the police officers stopped the ill-fated bus/driver then probably received a bribe and let the driver free to go kill innocent people. Then, pitifully enough, the ineptly incompetent and corrupt NTSA foolishly blames the fatal accident to nighttime driving!! How naive and inexcusable for an agency charged with the responsibility of investigating traffic accidents to be so shallow and ignorant on the interaction of human, vehicular, roadway and environmental factors in traffic accidents!! Clearly, in the recent bus-truck accident, environmental condition, i.e nighttime visibility in this case, was by far the least contributing factor and, therefore, should not have in rushed knee-jerk decision to ban nighttime travel of buses and other PSVs without any engineering or law enforcement basis.
