Nose Blowing and Urinating in Nairobi Public Spaces to Attract Sh10,000 Fine or 6-Month Jail Term

Acting Nairobi Governor Ann Kananu on Friday signed the Public Nuisance Bill, 2020 into law.

The new law, which seeks to bring order and sanity in the city, proposes a Sh10,000 fine or a six-month jail term for those found spitting or blowing their nose in public spaces within Nairobi. Public spaces include squares, buildings, parks, recreational grounds, or open spaces.

“The objective of this Law is to provide for the control of public nuisance and empower the county to take all lawful necessary and reasonably practicable measures for the maintenance of the county at all times in a clean and sanitary condition,” Ms. Kananu said.

The law also makes urinating and defecating in the open as well as lighting fires without authorization from the County Secretary a punishable offense. It also considers riding a motorcycle or driving a vehicle on a footpath a public nuisance and an offense punishable by law.

Anyone found washing, repairing, or dismantling a vehicle within the city centre except in the case of an emergency will also pay a fine of Sh10,000 or be jailed for six months.

Hawking, selling, distributing, or advertising any article or event on any public road or street shouting, using any bell/gong/loudspeaker, or other noisy instruments are also outlawed. Anyone found driving a vehicle for the purpose of exhibiting advertisements without statutory authority will also be punished.

Other offenses under the law include leaving a dog to foul a public road or street and keeping animals or poultry which is a nuisance to residents within a neighborhood.

      If you are walking in Nairobi and snort is dripping from your nose just walk on…you will be just fine …at least until you fine one of the few public toilets!

    If you throw a homeless man in jail,that’s in fact bailing him out of misery.You will give him aplace to sleep,and three square meals aday. I suggest that,you make the culprits go around cleaning public toilets,and picking up thrush in public places. Same goes to that police man in the picture… Let him wash some public toilets.
    I give women a plus in this department.You dont see women going around peeing in public .Men can take alesson from them.Iam sure they have the same calls for mother nature.

      Shaka I think it will be enforced against the disturbing practice I’ve seen of holding your nose with two fingers and letting loose or blocking a nostril and pushing through the other. It’s worse than it sounds and I’ve seen it. It was most prevalent with snuff users in the old days & I’m not sure why it persists. No, I’ll not shake your hand after that display.

  3. The main reason women do not…
    The main reason women do not urinate in public is because in doing so they would have to squat then proceed and lift their skirts or dresses which would leave them exposed. On the other hand men can urinate without a lot of exposure. Just unzipping and voila mission accomplished. This does not make the practice of public urinating acceptable. A more acceptable way of blowing one’s nose is by using a good old handkerchief.

    A good step forward. Atleast, several lanes starting from areas next to Tom mboya st. for instance, going down towards grogan, have been open defecation zones for a while now.
    Next step: coming up with a program aimed at enlisting streetboys in NYS would be a good idea.

    Sad you have to tell human not to urinate in public. Law against blowing your nose in public is repulsive. The city is so dusty, you can’t help blowing your nose.
