NASA Roots for Bomas Draft of the Constitution

National Super Alliance (NASA) has maintained that Kenya must revert to the draft Constitution presented during the Bomas of Kenya Delegates Conference in 2005 to ensure a more inclusive government.

Nasa principal Musalia Mudavadi argues that the Bomas draft will offer solutions to most of problems Kenya is facing today. He said the opposition is holding consultative meetings to discuss ways of pushing for a national referendum to introduce amendments on the 2010 Constitution.

Speaking during an interview with Citizen TV on Friday, the Amani National Congress (ANC) party leader claims that current governance structure has left out a large section of Kenyans.

“We believe the way to go is to look at the Bomas draft, which was the actual document that people wanted,” Mudavadi said.

“The discussions may be a subject of a referendum and lack of inclusivity in the current governance structure”.

The Bomas draft recommended the positions of President, Deputy President, Prime Minister and ministers. Under the structure, the Premier would be appointed by the President as the head of cabinet. It also proposed creation of two Deputy Prime Ministers and a maximum of 20 and a minimum of 15 ministers.

Mudavadi said: “We will be meeting to elaborate on the current issues that need to be addressed quickly so that we cannot have another cycle of election coming before they are sorted out. Serious recommendations will be made”.

While in a 10-day trip to the United States a week ago, Raila Odinga said the Bomas draft was the solution to inclusivity challenges.

“The original Bomas draft of the Constitution had a hybrid system of government, where we had a prime minister and the President. People tend to forget that the real issue facing Kenya is bigger than rigged elections. It is how we want to live. We are being ruled without having a say,” Raila said while addressing Kenyans in Washington.

President Uhuru has dismissed the proposals by NASA to make changes on the current constitution.

“We have been in office for only five years and now they (NASA) are talking of changing the Constitution. Kenyans will not feed on politics. Kenyans want ugali on their table and services. These are the crucial things as at now,” Uhuru on Thursday while launching Thiba dam in Kirinyaga.
