President William Ruto’s visit to Washington, D.C., marks a significant milestone in the longstanding partnership between Kenya and the United States.
The visit represents a culmination of 60 years of diplomatic relations and a testament to the shared values of freedom and democracy that bind the two nations. During this historic visit on Thursday, the United States announced its intention to designate Kenya as its first key non-NATO ally in sub-Saharan Africa. This largely symbolic title, which will be formally conveyed to Congress by President Joe Biden on Thursday, places Kenya among the ranks of 18 other countries designated as non-NATO allies, including Brazil, Israel, and the Philippines.
The “non-NATO ally” label signifies Kenya’s transition from a regional partner in counterterrorism operations to a global influence on the African continent. President Ruto expresses his appreciation for the occasion, viewing it as an opportunity to build partnerships and synergies that not only address current challenges but also pave the way for a more promising and prosperous future. The discussions, dubbed the Nairobi-Washington Vision, took place amid President Biden’s efforts to persuade African nations that the United States can be a more reliable partner than China, which has been increasing its investment on the continent through high-interest loans.
The meetings at the White House unfolded against the backdrop of a turbulent year for Africa, marked by military coups, wars, and unstable elections, which have allowed China and Russia to gain greater influence in the region. Concurrently, a Kenya-led police force is preparing to be deployed to Haiti to assist the Haitian National Police in restoring order amidst a surge of deadly gang violence. This further confirms the long-standing tradition of counterterrorism cooperation between the US and Kenya. As part of the visit, the White House has unveiled plans for fresh investments in green energy and health manufacturing.
Additionally, a strategy is being devised to reduce Kenya’s burdensome debt, a significant portion of which is owed to China. President Biden announced that the US will invest $250 million in Kenya through the US International Development Finance Corporation, including $180 million for an affordable housing project, increasing the DFC’s portfolio in Kenya to over $1 billion. President Biden emphasizes the shared commitment between Kenya and the United States to uphold high standards for workers and ensure that critical investments are accessible to low- and middle-income countries. Biden has also expressed his intention to visit Africa in February 2025 If re-elected in November.
